RM Reform is underway and the new Natural and Built Environment Act (NBEA) includes much sought changes to practices around compliance and environmental monitoring. These changes improve systems and provide new tools for environmental compliance practitioners. The NBEA contains all the CME provisions from the RMA, along with new or expanded CME tools and powers.
The purpose of this facilitated panel is to share the knowledge and experience gained collectively from decades of experience in the CME sector. The panel will discuss RM Reform and the implementation of the new system with a CME focus. This important panel discussion will be facilitated by Tami Sargeant, Compliance Manager at Otago Regional Council, with over 15 years of experience in local and regional government.

The Horizon’s Region covers 8% of New Zealand’s land area with a largely rural population. Greg has held leadership roles in CME for over a decade.
Joshua Shaw
Partner, Wynn Willams
Joshua Shaw is a Partner in the Dispute Resolution team at Wynn Williams. He is a highly accomplished litigator, with specialist expertise in regulatory prosecutions. He acts for and advises various local authorities on their compliance, monitoring and enforcement responsibilities. Recommended by The Legal 500 Asia Pacific 2022 for his work in dispute resolution, Joshua was previously a partner in the Office of the Auckland Crown Solicitor where he worked as a Crown prosecutor for 12 years.
Richard Hopkins
Acting Manager Resource Consents & Monitoring at Porirua City Council (soon to move to Kapiti Coast District Council as Manager Environmental Standards).
Richard grew up in Taranaki, but is now almost a Kapiti local, having lived there for the past 8 years with his wife, daughter and two dogs. Richard fell into compliance as a Fisheries Observer 15 years ago. He has more recently established himself in RMA and Local Government Act leadership positions, after gaining a wide range of compliance experience.
